Lagos to prosecute social centres for safety breach

The Lagos State Safety Commission has reiterated its commitment to the full enforcement of its Establishment Act, which imposes the responsibility on event and social centre owners in the state to ensure the safety of citizens using their facilities.

The Director-General of the commission, Mr. Akeem Dickson, said it was the duty of owners of event centres to ensure the safety of citizens using their facilities, adding that they would be held responsible for any act of negligence.

He explained that where it was established that the act of negligence of any owner of event centre led to an accident, such event centre owner would be liable to either civil or criminal prosecution.

“Event organisers, planners, whether individual or group, will be held responsible for not taking steps to protect the health, safety and welfare of everyone working at or attending the event.

“It is of fundamental importance that safety management should start at the same time as planning for all the other aspects of a proposed event. It is, therefore, imperative that promoters, production companies, event organisers and contractors are clear as to the legal responsibilities that each may have in relation to compliance with safety regulations,” Dickson said at a recent press conference with the theme, “Instituting appropriate safety measures in events and entertainment industry.”

Dickson said the commission had given an event safety consultant, Dr. Wale Adeboje, the mandate to carry out an audit of all event centres, bars and other social centres in the state.

He said the consultant had the mandate to educate owners of event centres on the new requirements set by the commission.

He added that any social centre that failed to comply with the safety requirements within three months would be shut down while those who complied would be issued a compliance certificate.

He said government decided to enforce the law on safety requirements because it was interested in saving the lives of the people of Lagos State.
